Chicago Police

First established in 1855, the Chicago Police began with a volunteer fireman as their first chief. They were horribly understaffed and publicly known to be corrupt.1 Many policemen at the time were controlled by precinct politicians - made to leave gamblers and prostitutes alone as long as they paid for “protection."2
